From Pilot to Scale: Why Commercial Readiness Matters as Much as Technology Readiness in Deep Tech

A successful pilot can prove that a deep-tech solution works. It does not automatically prove that customers will buy it, that production can scale or that the economics will support growth. Moving from pilot to market requires founders to build commercial readiness alongside technological maturity - and ecosystems to recognise that both are essential.


For a deep-tech startup, a pilot is a major achievement. It can demonstrate that years of research have produced a viable solution, that the technology performs outside the laboratory and that an external partner sees enough promise to test it. Yet many ventures discover that the distance between a successful pilot and a scalable business is larger than expected.


The reason is simple: technical validation and commercial validation answer different questions. A pilot can show that a solution works under defined conditions. Scaling requires proof that customers can adopt it repeatedly, that regulation and procurement can be navigated, that delivery is economically sustainable and that the organisation can support growth.


This distinction is particularly important in GreenTech, AgriTech and ClimateTech, where innovation often involves hardware, advanced materials, industrial processes or regulated markets. Development cycles are long, capital requirements are high and the customer may need to change infrastructure, workflows or purchasing practices before adoption is possible.


Europe has no shortage of early-stage innovation. The European Commission’s 2025 analysis of the startup and scaleup landscape nevertheless identifies persistent barriers in finance, market uptake, talent, infrastructure and regulation. The central challenge is therefore not only how to create more technology, but how to turn promising technology into solutions that can reach customers at scale.


The pilot trap

Pilots are valuable, but they can create a false sense of commercial progress when their purpose is not clearly defined. A free or heavily subsidised trial may attract interest without revealing willingness to pay. A test led by an enthusiastic innovation team may not reflect the priorities of the operational department that would own a full deployment. A technically successful project may still stall in procurement, compliance or budget approval.


Founders should therefore treat every pilot as a learning instrument, not simply as a showcase. Before it begins, the company and customer should agree on the decision the pilot is intended to support. Useful questions include:

  • Which operational or financial problem is the customer trying to solve?

  • What measurable outcome would justify a purchase or wider deployment?

  • Who owns the budget and who can approve the next step?

  • What integration, certification or organisational barriers could block adoption?

  • What will happen after a successful result, and on what timeline?


A pilot becomes commercially meaningful when it produces evidence that reduces the next buyer’s uncertainty and creates a credible path to a paid, repeatable deployment.


Six shifts from technical promise to commercial readiness


1. Move from proving performance to proving value

Technical metrics matter, but customers buy outcomes. A solution may improve efficiency, accuracy or durability, yet the buyer still needs to understand how those improvements affect cost, risk, revenue, resilience or regulatory performance.


Founders should translate product performance into the language of the decision-maker. This requires a clear baseline, a measurable improvement and a credible method for calculating value. The strongest commercial evidence does not merely say that the technology is better; it shows why the improvement is significant enough for a customer to act.


2. Design for the real buying process

In deep tech, the end user, technical evaluator, procurement team, regulator and budget owner may all be different people. A founder who convinces only the technical champion may still be far from a contract.


Commercial readiness means mapping the full buying group and understanding each participant’s requirements. Procurement may need supplier documentation and financial stability. Operations may need integration support. Legal teams may focus on liability and data. Senior leaders may require a clear return on investment. Addressing these needs early shortens the distance between interest and adoption.


3. Treat regulation and certification as market strategy

For many science-based ventures, regulation is not a final administrative hurdle; it shapes the product, evidence plan, target market and timeline from the beginning. The European Commission has highlighted regulatory fragmentation and uncertainty as significant barriers for innovative companies seeking to enter and expand across markets.


A practical regulatory roadmap should identify which approvals, standards and certifications apply, what evidence is required, how long the process may take and which markets offer the clearest initial route. Building this roadmap early helps founders avoid costly redesigns and communicate risk more credibly to customers and investors.


4. Prove that delivery can scale

A prototype can be impressive while the underlying production model remains fragile. Scaling requires reliable suppliers, quality control, realistic lead times, service capacity and unit economics that improve rather than deteriorate with growth.


Founders should begin testing the operating model before demand accelerates. Key questions include whether critical components have alternative suppliers, whether manufacturing tolerances are reproducible, how installation and maintenance will be delivered and how working-capital needs change as orders increase. These issues are not separate from the investment case; they determine how much capital is needed and what milestones it can realistically achieve.


5. Match financing to commercial milestones

Deep-tech companies often need several forms of capital across their development journey. Grants can help reduce technical risk. Equity may support team growth and market expansion. Debt or project finance may become relevant when revenues and assets provide a stronger basis for repayment.


The funding strategy should therefore begin with milestones rather than instruments. What evidence must the company generate before the next financing round? Is capital needed for certification, a demonstration facility, first-of-a-kind deployment or commercial expansion? Aligning the financing mix with these steps helps avoid raising the wrong type of capital too early and gives investors a clearer view of how risk will be reduced.


6. Build partnerships that remove adoption barriers

Few deep-tech companies scale alone. Corporate partners can provide routes to customers, manufacturing capacity or sector knowledge. Research organisations can support validation. Public buyers can create early demand, while distributors and integrators can reduce the burden of entering multiple markets.


The quality of a partnership should be judged by what it unlocks. A high-profile logo has limited value if the relationship has no owner, timeline or pathway to deployment. Strong partnerships define responsibilities, share data and learning, and connect successful experimentation to a commercial decision.


Why an inclusive approach to scaling matters

The pilot-to-scale gap is not experienced equally. Women founders remain underrepresented in technology leadership and investment decision-making, while venture capital and specialist networks are concentrated in a limited number of European hubs. The European Commission’s startup and scaleup analysis notes that women represent only 16% of general partners and records significant differences in perceptions of equal treatment within the technology ecosystem.


These disparities matter because commercial readiness is built through access: access to early customers willing to test new solutions, to investors who understand long development cycles, to mentors with sector expertise and to partners who can support cross-border growth. When those networks are less accessible, equally strong technologies may receive fewer opportunities to prove their potential.


An inclusive ecosystem must therefore do more than encourage diverse participation. Investors can widen sourcing networks and apply transparent criteria. Corporates and public buyers can make pilot-to-procurement pathways clearer. Accelerators can combine technology expertise with customer, regulatory and financing support. These actions improve fairness while also expanding the pool of innovations capable of reaching the market.


Scaling begins before the pilot ends

The transition from pilot to scale does not happen automatically after technical validation. It is designed through decisions made throughout the development journey: which customer problem to prioritise, what evidence to collect, how to navigate regulation, how to manufacture and deliver, which capital to raise and which partners to involve.


For founders, the most useful question is not simply, ‘Does the technology work?’ It is, ‘What must be true for customers to adopt it repeatedly and for the company to deliver it sustainably?’ Answering that question early turns pilots into stepping stones rather than endpoints.


For Europe’s innovation ecosystem, supporting commercial readiness is essential to ensuring that deep-tech breakthroughs do not remain confined to laboratories or isolated demonstrations. When technology, market and organisational readiness advance together - and when founders have equitable access to the networks that make this possible - more innovations can become scalable businesses and contribute to a greener, more resilient economy.
